an observational study in an international perspective
This book is about police patrol work, especially emergency patrol and community
policing in The Netherlands. The authors first give an empirical based picture
of everyday policing and then examine one of the core problems of policing:
the question what determines what is involved in police patrol work.
Although the fieldwork is carried out in The Netherlands, this study also
is of importance for policing in other countries. By looking across borders,
we do not only learn about policing in a foreign country but we also learn
what are the distinctive characteristics of policing in our home country.
Furthermore, the authors explicitly place their findings in an international
context by comparing their observations with research that has been carried
out in Belgium, Sweden, Germany, Denmark, Canada and the United States. Based
on their findings the authors provide the reader with an empirical grounded
explanation model that can be used by police chiefs to better understand what
is effective in police management as well as by social scientists to design
future research.

The impression continuously arises in public debates that paedophile individuals are a homogeneous group of people that society unanimously rejects – and that this is the only way society can react.

Present book addresses a poly-crime conglomerate within the framework of a project funded by the EU from the ISF, which relates to illegal archaeological excavations, the trade in these cultural objects and, in particular, original forgeries: Original Fakes. The fact that illegal excavations and the trade in these objects are not in accordance with current law is unquestionable and at the same time, just like the production of supposedly original archaeological cultural property, the object of the profit motive – often by means of money laundering – of criminal networks, but may also have political backgrounds in parts. This thematic multi-layered character, as well as its negative impact on the historical-social dimensions of the exploitation and falsification of cultural property, defines a field of activity (not only related to law enforcement) to which the EU must pay increased attention for a variety of explained reasons.

Mit vorliegendem Buch wird im Rahmen eines von der EU aus dem ISF geförderten Projektes ein Polycrime-Konglomerat adressiert, das sich auf illegale archäologische Ausgrabungen, den Handel mit diesen Kulturgütern sowie insbesondere auf Fälschungen von Artefakten – Original Fakes – bezieht. Dass illegale Ausgrabungen und der Handel mit diesen Gegenständen nicht im Einklang mit geltendem Recht stehen, ist unzweifelhaft und zugleich, ebenso wie die Anfertigung vermeintlicher originaler archäologischer Kulturgüter, Gegenstand des Gewinnstrebens – mittels Geldwäsche – Krimineller Netzwerke, kann jedoch auch in Teilen politische Hintergründe haben. Durch diese thematische Mehrschichtigkeit sowie deren negative Auswirkungen auf die geschichtlich-gesellschaftlichen Dimensionen der Ausbeutung und Verfälschung von Kulturgütern wird ein (nicht nur strafvollzugsbezogenes) Tätigkeitsfeld definiert, auf das die EU aus einer Vielzahl von darzulegenden Gründen verstärktes Augenmerk zu legen hat.

Immer wieder wird das so genannte „Jagdfieber“, der „Jagdtrieb“ oder auch der „Jagdinstinkt“ als Erklärung herangezogen, wenn polizeiliches Handeln übertrieben oder unverhältnismäßig erscheint und zu Schäden und Unfällen führt. Damit ist jedoch nichts erklärt. Es wird höchstens ein Phänomen benannt, welches tödliche Konsequenzen haben kann: Verfolgungsfahrten enden in schweren Verkehrsunfällen mit Verletzten oder sogar Toten, Festnahmen in Gewaltexzessen oder Verfolgungen zu Fuß in der Tötung von Polizisten enden. Um Erklärungen zu finden und Gegenmaßnahmen zu erarbeiten, wurde bereits eine Forschungsreihe durchgeführt. Durch Rückmeldungen dazu wurde das Forschungsinteresse weiter verstärkt und die Motivation intensiviert, noch mehr über das spezielle polizeiliche Einsatzverhalten zu erfahren. Entsprechend wurden dann in Ansätzen bereits behandelte Aspekte wiederholt oder modifiziert betrachtet und neue Perspektiven in den Forschungsfokus genommen. Diese Studien werden im hier vorliegenden Sammelband vorgestellt und der fachlichen Diskussion angeboten.
